The Lorain Animal Initiative

The Lorain Animal Initiative was one of DTA’s first undertakings. This campaign sought to improve the lives of companion animals in Lorain, Ohio by amending the city’s ordinance to provide for restrictions on tethering or chaining a dog. The proposed ordinance identified circumstances in which tethering must be prohibited to protect the animals, such as in cases of extreme heat or cold, or for extended periods of time.

The proposal established the extreme temperatures at which an animal may not be tethered outside. The range of below 25 degrees Fahrenheit and above 90 degrees Fahrenheit creates the outer limits of safe conditions for animals. Finally, the proposal identified the punishments for violating this ordinance, with an increased charge if an animal is sick or injured a result of a violation.

With help from City Council Members, Patrol and Humane Officers, and the community, the ordinance was passed in June 2016 and went into effect a month later.
